Alejandro del Castillo c3cc956930 opkg-build: clamp mtimes to SOURCE_DATE_EPOCH ...

For reproducible builds, clamp mtimes bigger than SOURCE_DATE_EPOCH to
SOURCE_DATE_EPOCH (build generated files, usually).

Fixes bugzilla 13450
