opkg-utils: remove opkg-compare-versions implementations
Currently, there are three compare-versions implementations: 1) opkg-utils: opkg-compare-versions.c 2) opkg-utils: opkg-compare-versions.sh 3) opkg: internal To avoid confusion and avoid maintaining three codebases, remove the compare-versions functionality from opkg-utils and only keep the implementation on the opkg binary.
