silverwind e79112170c Add "Run" prefix for unnamed action steps (#36624) ...

Steps defined with `run:` or `uses:` without an explicit `name:` now
display with a "Run <cmd>" prefix in the Actions log UI, matching GitHub
Actions behavior.
